ISLAMABAD – The Federal Board of Revenue (FBR) plans to apply the FBR Tax YouTubers Pakistan framework to digital creators starting this month. This new draft classifies high-reach influencers as formal business entities. It specifically targets YouTubers, TikTokers, and Instagram stars who earn from Pakistani audiences.

Under SRO 546(I)/2026, the board introduced Article 99-C to regulate digital income. This move ensures that both local and international creators contribute to the national exchequer based on their engagement levels.

The 50,000 Subscriber Threshold

The new policy creates a clear line for taxability. Any creator with 50,000 or more subscribers during a tax year must register as a business. Additionally, the FBR set an activity trigger. If you generate 12,500 views in a single quarter, you fall under the taxable business category regardless of your follower count.

Standardizing Digital Income Estimation

The board uses a standardized formula to estimate digital earnings and prevent under-reporting. For YouTube, the proposed benchmark is Rs 195 per 1,000 views.

Creators calculate their taxable income by subtracting business expenses from their total revenue. However, the FBR caps these deductions. You can only claim up to 30% of your total revenue as costs for equipment, editing, or internet.

Compliance and Penalties for Influencers

Influencers must now report their earnings in a specific section of their annual Income Tax Returns. The FBR warned that commissioners will rectify any return that falls below the standard formula.

Stakeholders have seven days to submit objections to the board. After this window, the authorities will formalize these rules as part of the Income Tax Rules, 2002.
